Mass enrollment may only happen once a year, but preparing for it, pulling it off and following up is a never-ending process, one that requires planning and more planning.
The enrollment process has three general phases (each of which could be broken down into many additional phases): pre-enrollment, enrollment and post-enrollment. Each phase has its own set of issues and also interacts with the other phases, especially in a climate where employers are leaving more of the benefits responsibility to their employees.
