The executive order is the culmination of a process that began in December, when Trump instructed the Centers for Disease Control and Prevention to review the childhood vaccine schedule.

The lawsuit, filed in 2021, alleged that CVS, Walgreens and Walmart improperly distributed and dispensed the drugs, which contributed to a statewide increase in opioid abuse.

The effort will also affect reviews of care for children in some specialties, such as heart care, lung care and bone care.

The IRS announcement means the maximum contribution is growing more slowly than medical care costs.

Shiv Verma said states have approached the company about partnering on their own investment vehicles for newborns.

"Our investigation found that UnitedHealthcare knowingly violated these obligations by manipulating health assessments to increase its profits," Attorney General Joy Campbell said in a news release.
