Abortion advocates in New York introduced a bill this week that would require employers to notify workers in advance about changes in contraception coverage.
More than half of surveyed employers identify rulemaking and enhanced enforcement from federal agencies as the most troubling outcomes of a divided government.
Although overall federal spending on health care is expected to soar in coming decades, the CBO says cost-control measures in the health care reform law will help reduce the rate of growth.
