Kentucky state Rep. Sarge Pollock is returning as the chair of the Health Insurance and Long-Term Care Issues Committee at the National Council of Insurance Legislators.
Pollock, a Republican, has introduced bills in Kentucky related to issues such as the mechanics of insurance plan payments and finances. In April, for example, the Kentucky governor signed a bill Pollock wrote that affects how dental plan enrollees use their benefits to pay the dentists.
NCOIL: NCOIL is a Belmar, New Jersey-based group that represents members of state legislatures who have an interest in insurance.
Members lack the same kind of ability to write and change state insurance regulations that state insurance commissioners have, but, in some cases, they can win passage of bills that make fundamental changes in how states' insurance laws work.
NCOIL creates model laws, or sample legislative language, that state legislators can use as a model when drafting bills.
Sarge Pollock: Pollock is an insurance risk advisor at Jessie Insurance of Central Kentucky.
At NCOIL, he has played a role in shaping a model law that could affect how states regulate health plans' requirements for enrollees to get prior authorization before filing claims for certain types of care.
He's also worked on NCOIL dental insurance models that involve issues such as how dentists get paid and requirements for dental plans that want to rent access to their provider networks to other insurers, plans and programs.
The vice chair: NCOIL also named Wisconsin state Sen. Mary Felzkowski, a Republican, to serve as the health committee vice chair.
Felzkowski previously was a member of the NCOIL Budget Committee.
Felzkowski succeeds Arkansas state Sen. Justin Boyd, another Republican. Boyd is now the vice chair of NCOIL's Life Insurance and Financial Planning Committee.
She is the owner of CIS Insurance Group, a firm that sells employee benefits as well as personal insurance products.
In Wisconsin, she is working on bills that would adopt federal hospital price reporting requirements as state law and let state regulators enforce the requirements. She has also worked on issues such as dental provider network rental.
