ALBANY, N.Y. (AP) — New York's second largest public employees union has picked a new president after a three-year contract was approved without raises.
Susan Kent beat Ken Brynien by more than 1,000 votes of the 16,000 votes cast to lead the Public Employees Federation.
Brynien has confronted Gov. Andrew Cuomo over two years.

In November, PEF agreed to a contract that includes no raises for three years and other concessions demanded by Cuomo to avoid nearly 3,500 layoffs. A month earlier, a similar contract negotiated by Brynien's team was rejected, signaling strong and rare opposition to a contract proposal.
PEF represents 54,000 mostly white collar workers.
Kent and Brynien are from Albany.
