Whether the Patient Protection and Affordable Care Act health insurance exchanges will work was one of the questions that kept coming up Wednesday at a hearing on the U.S. Department of Health and Human Services fiscal year 2014 budget proposal.

Fiscal year 2014 will start Oct. 1.

Senate Finance subcommittee and two House subcommittees — one part of the Energy and Commerce Committee, the other part of the Ways and Means Committee – have called HHS Secretary Kathleen Sebelius to Capitol Hill in the past two weeks.
