The uncertainty over the Patient Protection and Affordable CareAct is taking a heavy toll on carriers.

Moody's Investor Services said in late January it was loweringthe insurance sector's outlook from stable to negative based onuncertainty over the law.

“While we've had industry risks from regulatory changes on ourradar for a while, the ongoing unstable and evolving environment isa key factor for our outlook change,” said Stephen Zaharuk, reportauthor and Moody's senior vice president. “The past few months haveseen new regulations and announcements that impose operationalchanges well after product and pricing decisions werefinalized.”
