Insurers are beginning to file proposals for offering health insurance on state exchanges in 2015. But these proposals will still be best guesstimates as the providers try to decipher lessons learned so far in 2014, and do their best to forecast political and medical cost trends as they prepare their new rate requests.

A Moody’s report indicates that many large insurers will seek single and double-digit rate increases to both offset higher-than-expected costs and limit participation in their plans. Meanwhile, a report from University of Pennsylvania’s Leonard Davis Institute of Health Economics and funded by The Robert Wood Johnson Foundation seeks to quantify the factors that will affect both the rate proposals and the actual costs insurers may confront in 2015.
