The Obama administration on Monday announced $60 million in navigator grants to help consumers navigate the exchanges, two months ahead of open enrollment.

The funds are divided among 90 organizations in states with federally-facilitated and state partnership exchanges. Among those awarded funds are universities, charities and Planned Parenthood chapters in Montana and Iowa.

According to the Department of Health and Human Services, funds support preparation and outreach activities in year two of exchange enrollment and build on lessons learned from last year.

"In-person assisters have an impact on the lives of so many Americans, helping individuals and families across the country access quality, affordable health coverage," HHS Secretary Sylvia Burwell said in a statement.  "We are committed to helping Americans get covered and stay covered with in-person assistance in their own communities."

The HHS statement cited a recent Kaiser Family Foundation survey, which found that a variety of assisters, including navigators, in both state-based and federally-facilitated exchanges were responsible for helping an estimated 10.6 million consumers apply for coverage in exchange plans, Medicaid or the Children's Health Insurance Program during the first open enrollment period.

PPACA's second open enrollment period begins Nov. 15.
