President Barack Obamas signature health care overhaul has illegally forced Ohio and its local governments to pay more than $5.3 million in taxes, the state said in a new lawsuit seeking to chip away at the law.

In two years, the government wants 30 percent of payments from Medicare going to doctors and hospitals participating in programs that force them to work together, worry about whether patients actually get better, and in some cases, pay penalties if they fail.

A new report by the Congressional Budget Office finds that, if left untouched, the Patient Protection and Affordable Care Act is poised to become even more so.

Starting next year Medicare will base 30 percent of payments on how well health providers care for patients. By 2018, the goal is to put half of payments under the new system.

Millions dont know or dont understand basic components of their health insurance, which may be a factor in the high number who avoid seeing a physician because they think they wont be able to afford the care.

Plans seem to have done a great job keeping coverage as affordable as possible, and enrollment in remains high.
