Regulators say Fairfield Medical Center found a less anticompetitive buyer after concerns derailed its proposed sale to OhioHealth.

"Fraudsters who take advantage of the recently deceased to line their pockets represent a level of indecency that we will not stand for," CMS Administrator Dr. Mehmet Oz said.

"There's a great opportunity, given the set of capabilities we have, to look to continue our product diversification," Andrew Sullivan, Prudential's chief executive officer, said.

The company's chief financial officer told investors that Congress needs to provide a legislative solution.
