Trump's EEOC nominees could not assure lawmakers that they would support the agency's view that adverse actions against gay or transgender workers violates federal civil rights laws.

Given the context of federal warnings about mosquitoes transmitting the Zika virus, an employers actions or inactions might give rise to a potential tort claim.
