Navigator groups are scrambling to make up for the loss of federal funding to help people make sense of their health insurance options.

The policy would allow states to restructure how the premium subsidies are targeted and decide what type of plans can receive them.

While not a big jump from the previous 4.7 percent, the increase is striking, as the uninsured rate typically remains stable or drops during times of economic growth.

“You need to slow this down,” U.S. District Judge Richard Leon in Washington said Thursday. “You're like a freight train out of control.”

The pharma lobby is one thing. The potential political muscle of the senior set is quite another.

Signups between Nov. 1 and Nov. 24 totaled 2.4 million, about 13 percent less than during a similar period last year.
